About our Team Our rescue team is
oncall to the University of California as an official Emergency Response/Rescue Team. Mr. O’Connell
has been a member of the Department of Homeland Security (FEMA) Prepositioned Equipment Program. DHS launched the Prepositioned
Equipment Program (PEP) in the aftermath of the September 11, 2001 terrorist attacks.

Daniel John O'Connell, CHMM, CHCM, CHST, READaniel J. O'Connell has been certified by the Institute of Hazardous Materials Management
(IHMM), and holds the right to the designation as a "Certified Hazardous Materials Manager" (CHMM-Master
Level), under IHMM certification number 15068. Mr. O’Connell has been certified by the International Board for Certification
of Safety Managers (BCHCM), and hold the right to the designation as a "Certified Hazard Control Manager" (CHCM-Master
Level), under BCHCM certification number 3319. Daniel served the Department of Homeland Security (FEMA), Prepositioned Equipment
Program (PEP-Team), as acting Hazardous Materials Equipment Team Leader. Daniel is a California State Certified Hazardous Materials Reference Specialsit per Cal-EMA. He is a Pro-Board
Certified Hazardous Materials Technician, under California Emergency Management Agency (Cal-EMA) certification
number 2869; and a certified Hazmat-WMD-Emergency Responder per U.S. Department of Homeland Security, Center for Domestic
Preparedness-Cobra (CDP), Anniston, Alabama.
Mr. O'Connell is certified in the Comprehensive Practice
of Health and Safety Technology, by the American Board of Industrial Hygiene / Board of Certified Safety Professionals (CCHEST),
and holds the right to the designation "Certified Construction Health and Safety Technician" (CHST) under CCHEST
certification number C1223.
Daniel is also certified by the California Environmental Protection Agency (Cal/EPA),
as a Class I Registered Environmental Assessor (REA), under Cal/EPA certification number 08265. He also possesses a
Bachelor of Science Degree in Environmental Health and Safety, and advanced Certificate Degree in Occupational Safety Management
